Yes - for concept and planning-stage drawings a clear sketch, dimensions and photos are often enough to get started.
For anything structural, though, member sizes still have to come from a structural engineer's calculations before fabrication drawings can be finalised.
So: sketch to concept, yes; sketch straight to fabricated steel, no - the calcs come first.
